On November 7, 2007, MacArthur Foundation President Jonathan Fanton announced expanded funding for Window of Opportunity, a national initiative to preserve and improve affordable rental housing, saying: βThe wave of foreclosures and mortgage problems facing low-income homeowners and working families has added to the widespread need and demand for quality, affordable rental homes. Left unchecked, market and regulatory pressures will continue to shrink the existing stock of affordable rental homes by tens of thousands of units each year. Preserving and improving the existing stock is critical because it increases the return on our past public investments, strengthens our communities, and is faster and cheaper than building new homes.β
