Honor Roll and Honorable Mentions
No state has yet to find a way to harness the power of asset- building for all low-income families. However, the Report Card is a benchmarking tool that grades the 50 states against one another on a curve. As such, a handful of states stand out among their peers and earn their place on the honor roll. To earn a place on the Honor Roll, a state had to earn an A in both main indices—Asset Outcomes and Asset Policy.
In addition, another five states earned honorable mentions for receiving either an A or B in both indices.
The Honor Roll states are Maine, Minnesota, Oregon, Vermont, and Washington. In addition, Connecticut, Delaware, Iowa, Ohio, and Wisconsin earned an honorable mention by receiving either and A or B in both indexes.
