State Policy Advocacy

CFED aims to achieve state policy changes that improve economic security for the poorest of the poor, build and protect the wealth of low- and moderate-income Americans at meaningful scale, and offer the field a platform on which to launch policy advocacy, product innovation and coalition development. We collaborate with state partners on research, advocacy, policy strategies, education and media outreach promoting asset building and economic security for low-income families and communities.

At the state level, CFED works to expand economic opportunity through a number of initiatives:

Assets & Opportunity Policy Campaign

The Assets & Opportunity Policy Campaign is a two-year effort, anchored by the 2009-2010 Assets & Opportunity Scorecard, to change state-level policy. Through the Campaign, CFED provides policymakers with comprehensive data and assessments and broadly shares Scorecard findings and recommendations with allied organizations and the media. CFED also partners with organizations in 25 states to build coalitions that utilize the Scorecard to advocate for state policy change.

Asset Building for Children (ABC) State Policy

Matched savings accounts, paired with financial education, help young savers invest in their own futures and achieve their dreams of education, entrepreneurship, homeownership and financial security. CFED seeks to expand asset-building opportunities for all children and youth through the development and expansion of state-level children’s savings policy.

Manufactured Housing State Policy

Public policy can improve the lives and financial security of owners of manufactured housing. CFED and its partners have developed a resource bank of tools and information to help advocates educate policymakers, allied organizations and the general public on policies that promote the asset-building opportunities of manufactured housing. The Manufactured Housing Advocacy Center includes resource guides, policy briefs and communication tools for advocates and policymakers.

Self-Employment Tax Initiative (SETI) State Policy

The Self-Employment Tax Initiative promotes sound tax policy as it relates to the self‐employed. SETI is most concerned with first‐time self‐employed filers who face a high‐stakes, tax code encounter in which they are inexperienced, uninformed and isolated. SETI explores state tax credits and deductions that are available to self-employed businesses.
