CFED’s local partners receive, or have received, funding from I’M HOME and are doing the hard work on the ground to create markets that work better for families in manufactured homes. Eleven of CFED’s local partners are ROC USA (CTAPs), which provide technical assistance and access to affordable capital in thirty-three states to manufactured housing communities interested in converting to resident ownership.

All of these awards continue to forward I'M HOME's four goals of addressing issues in new and replacement construction, mortgage financing, long-term security for MH communities, and public policy.

Affordable Housing Alliance, Eatontown, New Jersey and Paradise Park Homeowners Association, Highlands, New Jersey
Affordable Housing Alliance, an affordable housing developer, manager and advocacy group, is developing a strategy to preserve manufactured housing communities as a source of affordable housing in the high-cost New Jersey suburbs. AHA is working with Paradise Park Homeowners Association, a community exploring its options for survival under New Jersey law.

Affordable Housing Resources, Nashville, Tennessee
With I’M HOME support, AHR is developing a subdivision of approximately 20 homes in rural Middle Tennessee. The subdivision will include both manufactured and site-built homes, demonstrating that manufactured housing can provide the same quality and “curb appeal” as conventional housing.

The Municipality of Anchorage, Alaska
I’M HOME has supported the city’s efforts to assess how to best leverage manufactured housing in addressing the housing needs of its low- and moderate-income residents.

CASA of Oregon, Newberg, Oregon ROC USA CTAP
I’M HOME is funding a coalition, led by CASA of Oregon, that provides ongoing education for policymakers and support to owners of manufactured housing. CASA is also a ROC USA CTAP serving the State of Oregon.

California Coalition for Rural Housing, Sacramento, California
CCRH has received I’M HOME funding to work with its membership of over 200 nonprofit affordable housing groups to educate both policymakers and practitioners and to document manufactured housing best practices in rural areas.

Center for Community Self-Help, Durham, North Carolina
I’M HOME has supported Self-Help to expand its manufactured housing mortgage offerings and test a secondary market program to purchase manufactured housing loans from select financial institutions.

Columbia Legal Services and Washington Low Income Housing Alliance, Seattle, Washington
CLS, a legal services program that advocates for people living in poverty, and WLIHA, a membership organization that promotes affordable housing, have partnered to advocate for state and local policies that benefit manufactured home owners and develop compelling communication strategies around these issues.

Community Legal Aid Society, Inc. and Delaware Manufactured Home Owners Association, Wilmington, Delaware
I’M HOME supports CLASI, a statewide nonprofit law firm, and DMHOA in their coordinated efforts to promote policies that support resident ownership of manufactured housing communities in Delaware

Community Reinvestment Association of North Carolina, Durham, North Carolina
I’M HOME has supported CRA-NC in its pursuit of a multifaceted manufactured housing strategy, which focuses on policy work and public education as well as community conversion.  Adam Rust, Director of Research at (CRA-NC, hosts and online blog that discusses issues and recent developements relevant to the manufactured hosuing industry.

Community Resource Group, Fayetteville, Arkansas
CRG, a multi-state rural development organization, is a ROC USA CTAP serving Arkansas, Texas, Tennessee, Mississippi, Louisiana and Oklahoma.  

Cooperative Development Institute, South Deerfield, Massachusettes
CDI, the Northeast's center for cooperative business education, training and technical assistance, is a ROC USA CTAP serving Massachusetts, Rhode Island and Connecticut.

Delaware Housing Coalition, Dover, Delaware
With I’M HOME support, DHC and its partners launched the Diamond State Community Land Trust and developed an implementation plan for the land trust’s first manufactured housing community, which will be located on a 43 acre parcel in Sussex County.

Federation of Appalachian Housing Enterprises, Berea, Kentucky
FAHE is a collaborative of nonprofit organizations that provide affordable housing options for the most economically disadvantaged communities in Appalachia. With its Manufactured Housing Done Right! project, FAHE is developing a scalable model for delivering quality manufactured housing and opportunities to build equity to low- and moderate-income homebuyers.

Federation of Manufactured Home Owners of Florida, Largo, Florida
FMO is a statewide consumer advocacy association, with a membership base of 100,000 homeowners, dedicated to protecting the rights and interests of manufactured housing owners. With I’M HOME support, FMO delivers conversion preparedness seminars to residents of manufactured housing communities throughout Florida and provides technical assistance to communities interested in resident ownership.

Frontier Housing, Morehead, Kentucky
For 30 years, Frontier focused on site-built housing, becoming Northeastern Kentucky’s largest provider of affordable homeownership opportunities. Today, Frontier is pursuing an innovative partnership with Clayton Homes, the largest manufacturer in the country, to deliver high quality homes to low- and moderate-income consumers. Having already set over 35 manufactured homes in its service area, Frontier now aims to grow its HUD-code business by serving as a Clayton broker for other nonprofit developers.  Frontier is also a leader in home energy efficiency upgrades, replacing old, energy guzzling, mobile homes with new, ENERGY STAR® manufactured homes.

Genesis Community Loan Fund, Damariscotta, Maine
With I’M HOME support, Genesis, a CDFI with the mission to bring housing and economic opportunities to underserved people and communities, has developed and launched a program to help convert manufactured home parks in Maine to resident ownership, as well as to develop new high quality manufactured homes within those communities, in order to expand the supply of affordable homeownership opportunities.

Georgia Community Loan Fund, Atlanta, Georgia
GCLF was awarded I’M HOME funding to develop the first permanently affordable, resident-controlled manufactured housing community in Georgia. Additionally, GCLF focuses on policy and advocacy work to improve the potential of manufactured housing to serve as permanently affordable and appreciating housing stock.

HomeSight, Seattle, WA and Housing Authority of Snohomish County, Everett, WA         HomeSight is building on its pathbreaking use of manufactured housing for fee-simple development, by partnering with HASCO on a park acquisition and home replacement project. An I’M HOME grant supported the development of a home replacement program in two Seattle-area manufactured housing communities.

Housing Preservation Project, St. Paul, Minnesota
HPP, a nonprofit advocacy and legal organization, seeks to preserve and increase affordable housing for low-income families and individuals. With the support of I’M HOME, HPP carried out research, public education and advocacy on policy and legal issues that affect the long-term security of manufactured housing communities.

Leviticus 25:23 Alternative Fund, Elmsford, New York
Seeing the need to replicate the New Hampshire co-op conversion financing model in its tri-state service area, Leviticus has created a loan pool to provide predevelopment loans and permanent subordinate financing for the conversion of manufactured housing communities to resident ownership. 

MaineHousing, Augusta, ME
MaineHousing is the Maine State Housing Authority, an independent state agency that bridges public and private housing finance, combining them to benefit Maine’s low- and moderate-income people.  With I’M HOME support, MaineHousing is working to scale up its innovative financing program to replace pre-1976 mobile homes with new, ENERGY STAR® manufactured homes.
NeighborWorks Montana, Great Falls, Montana ROC USA CTAP
NWMT is a network of nonprofits dedicated to increasing homeownership opportunities across Montana. Working with local governments and the Salish-Kootenai and Crow Tribal Housing Authorities, the network is placing much-needed manufactured homes in rural markets and on tribal land where construction costs often exceed appraised values for site-built homes.
In addition, NWMT is a leader in home energy efficiency upgrades, working to replace old, energy guzzling, mobile homes with new, ENERGY STAR® manufactured homes.  NWMT is also a ROC USA CTAP serving the State of Montana.

Neighborhood Housing Services, Inc., Boise, Idaho
I’M HOME has supported NHS’s development of a toolkit for its community acquisition and home rehabilitation pilot project in a six-city area of southwestern Idaho in response to the recent proliferation of manufactured home community closures in its service area. 

New Hampshire Community Loan Fund, Concord, New Hampshire ROC USA CTAP
The Loan Fund is a ROC USA CTAP serving the state of New Hampshire. Its pioneering development of the Resident-Owned Community concept provided the inspiration and practical knowhow for ROC USA. 

Northcountry Cooperative Foundation, Minneapolis, Minnesota ROC USA CTAP
NCF promotes the growth and development of cooperatives and is a ROC USA CTAP serving Minnesota, North Dakota, South Dakota, Wisconsin and Iowa.  In addition, I'M HOME supports NCF's ROOF program, a revolving construction loan fund that allows resident-owned communities to fill vacant lots and attract new members.

Northern Circle Indian Housing Authority, Ukiah, California
NCIHA is using I’M HOME funding to establish a manufactured housing program for its eight member tribes that will provide training, assess financing options for homes placed on and off tribal lands, and strive to improve the quality of the housing stock on tribal lands.

Northwest Cooperative Development Center, Olympia, WAROC USA CTAP
NWCDC, a nonprofit organization devoted to assisting new and existing cooperative businesses, is a ROC USA CTAP serving Washington, Oregon and Idaho.

Opportunities, Inc., Burlington, Vermont
Opportunities received an I’M HOME grant to perform risk analysis on the manufactured housing loan portfolio of its credit union arm and to develop new product specifications, in an effort to cultivate secondary market outlets and increase its lending.

PathStone, Rochester, New York ROC USA CTAP
PathStone, a multi-state community development corporation, is a ROC USA CTAP serving New York, Ohio and Pennsylvania.

People, Inc. of Southwestern Virginia, Abingdon, Virginia
People, Inc. is a community action agency and community development corporation serving central Appalachia. I’M HOME funded People, Inc. to conduct a feasibility study for a planned manufactured housing subdivision.

Pima County, Family Housing Resources, and Flowing Wells Neighborhood Association and Community Coalition, Tucson, Arizona
With I’M HOME support, the government of Pima County, Arizona is partnering with FHR, Flowing Wells Neighborhood Association and Community Coalition, and a manufactured housing dealer to test a model for helping homeowners build assets by replacing older, deteriorating homes.

Primavera Foundation, Tucson, Arizona
I’M HOME supports the Primavera Foundation’s neighborhood revitalization project in South Tucson, a community designated by HUD as an urban colonia. The project involves upgrading housing conditions and providing wealth-building opportunities for homeowners by using high-quality manufactured housing for home replacement and infill development.

Real Estate Advisory and Development Services, Inc., Metuchen, New Jersey ROC USA CTAP
READS, a full service nonprofit real estate development company committed to building strong organizations and communities through innovative real estate development, is a ROC USA CTAP serving Delaware and New Jersey.

Regional Housing Legal Services, Glenside, Pennsylvania
With I’M HOME support, RHLS is working to develop and promote financial products and public policy strategies to support resident purchase of manufactured housing communities in Pennsylvania.

Rural Community Assistance Corporation, West Sacramento, CA ROC USA CTAP
RCAC provides rural communities with training, technical assistance, and access to resources and is a ROC USA CTAP serving Alaska, Arizona, California, Colorado, Idaho, Montana, New Mexico, Nevada, Oregon, Utah, Washington and Wyoming.  

Utah Resident Owned Communities, Salt Lake City, Utah
UROC is a ROC USA CTAP serving the State of Utah.

Utah Housing Coalition, Salt Lake City, Utah
With I’M HOME support, UHC works to promote manufactured housing as an affordable and stable homeownership option and public policy strategies to support residents of manufactures housing communities.

West Central Wisconsin Community Action Agency, Glenwood City, Wisconsin
I’M HOME is supporting WestCAP's work with three local governments to renovate manufactured housing parks and convert them to cooperative ownership.

Other Partners

CFED believes that owners of manufactured housing must have a voice in efforts to preserve manufactured housing communities and promote resident ownership.  To that end, we are working with the Manufactured Home Owners Association of America (MHOAA) and All Parks Alliance for Change (APAC) to strengthen the infrastructure for national networking and advocacy by owners of manufactured homes.

CFED works with the National Consumer Law Center to develop and advance a local, state and federal policy agenda that addresses obstacles in the manufactured housing industry, supports the preservation and expansion of affordable housing through quality manufactured housing, and promotes asset building.

Through their membership in the I'M HOME network, all of CFED's local partners have access to the expert technical assistance of Steve Hullibarger, principal of The Home Team. Steve uses his 35+ years of experience in the manufactured housing industry and as a developer to help our partners navigate the manufactured housing learning curve.
