Index Overview

The conversation on assets is broad and includes elements of various issue areas that are essential elements of building and ensuring economic security. CFED has developed a series of issue briefs that provide information on each of the issue areas, including how each area is related to asset building, background information, and the most relevant issues in each area today.

Data by Index

To present a revealing portrait of each state and the District of Columbia, CFED has developed 46 outcome measures, 38 policy measures, and 14 trend indicators organized into a six-index framework: Financial Security, Business Development, Homeownership, Health Care, Education, and Tax Policy and Accountability. The first five indexes contain a graded outcome subindex and an ungraded policy subindex.  The sixth index contains only an ungraded policy subindex.

Asset Poverty

For the first time, the 2007-2008 Scorecard provides state profiles of asset poverty.  These profiles provide a more complete picture of the characteristics and composition of the asset poor.
